Read the three charges

Water usage is the difference between the current and previous meter readings. Wastewater is billed from the same measured water use, litre for litre. Stormwater uses a separate rate structure based on land area and property type.

The reviewed combined water and wastewater rate is $5.9629 per 1,000 L, effective April 1,2026. Residential accounts are billed quarterly, commercial accounts every two months, and stormwater-only properties twice yearly. A single billing period is not necessarily one month of consumption.

Selling, buying and demolition

Sellers must schedule a final meter reading and give a forwarding address at least five business days before closing. Buyers must contact the city at least five business days ahead to ensure the read and new account are arranged. Ask your lawyer whether they have already sent the request.

For demolition, call 905-771-8949 at least five business days ahead. The city arranges a final reading and meter removal. Changing ownership or demolishing a building is not handled simply by changing the email used for online bills.

Tenant billing and payment

An owner can request a Tenant Billing Application through access@richmondhill.ca or 905-771-8949. The tenant pays a new-account fee. The city sends unpaid-bill notices to the owner, who remains ultimately responsible for arrears.

Once the tenant moves out and the final bill is issued, a new account and new-account fee apply. E-billing is available through the customer portal. Credit-card payment carries a 2.25% processor fee. Contact Revenue Services to change the mailing address.
